Back to Blog Niche HOA Roofing Rules in San Antonio: A Homeowner's Survival Guide
Mark WhiteJanuary 5, 20265 min read San Antonio has hundreds of HOAs, and most of them have rules about roofing. Color restrictions, material requirements, approved contractor lists, architectural review committees, it can feel like you need a law degree to roof replacement.
After navigating HOA approvals for over two decades, here's how to make the process as painless as possible.
Step 1: Get Your CC&Rs Before You Do Anything
Your Declaration of Covenants, Conditions & Restrictions (CC&Rs) is the rulebook. It'll tell you: what roofing materials are allowed or prohibited, what color ranges are acceptable, whether you need architectural committee approval before work starts, and any requirements about contractor licensing or insurance.
Read it before you get a quote. I've seen homeowners sign contracts, order materials, and then discover their HOA prohibits the shingle they chose. Now they're paying restocking fees and getting a new quote.
Step 2: Submit the ARC Application
Most HOAs require an Architectural Review Committee (ARC) application before exterior modifications. This typically includes: a description of work, shingle brand and color name (with a sample or manufacturer code), contractor license and insurance certificates, and an approximate timeline.
At Legacy, we prepare this entire package for you. We know what San Antonio HOAs want to see, and we've built relationships with many ARC committees across the city. We'll submit the application, follow up, and get approval before we order materials.
What If Your HOA Delays or Denies?
Texas Property Code Chapter 202 limits how much power HOAs have over certain improvements. Notably, HOAs cannot prohibit solar panels (since 2011) and cannot unreasonably restrict roofing materials that are substantially similar to existing materials on the home.
If your roof is damaged and your HOA is dragging their feet on approval, document everything in writing. Texas law requires HOAs to act in good faith and in a reasonable timeframe. A water-damaged home because the HOA took 8 weeks to approve a color swatch is not 'reasonable.'
We've helped homeowners navigate these disputes and have resources to share. Don't let an unresponsive ARC cause further damage to your home.

From experience, these tips prevent 90% of HOA headaches:
- Choose a shingle color that matches or closely resembles your current roof, this gets approved fastest
- Submit your application early, don't wait until your roof is actively leaking
- Include manufacturer color photos, not just names ("Weathered Wood" looks different to everyone)
- If your neighborhood was built by a single builder, find out what shingle was originally specified. HOAs love when you match the original
- Keep copies of everything you submit
