Back to Blog Homeowner Tips Roofing Permits in San Antonio: What You Need to Know Before Your Roof Project
Mark WhiteJuly 1, 20266 min read "Do I really need a permit for a new roof?" I get this question at least twice a week. The answer is yes. In the City of San Antonio, Bexar County, and the surrounding cities (Windcrest, Converse, Live Oak, Schertz, and others), roof replacement requires a building permit. No exceptions, no gray areas.
I know, I know. Nobody gets excited about permits. But understanding the process takes about five minutes, and it can save you thousands of dollars in problems down the road.
When You Need a Permit
In San Antonio, you need a building permit for:
- Full roof replacement (tear-off and re-roof)
- Partial roof replacement (more than minor repairs)
- Adding or modifying roof structure (new skylights, changing roof lines)
- Converting flat roof to pitched (or vice versa)
- Major storm damage repairs
When You Might Not Need a Permit
Minor repairs typically don't require a permit. These include:
- Replacing a handful of damaged shingles (generally under 100 square feet)
- Resealing flashing or pipe boots
- Gutter repair or replacement
- Cleaning and maintenance
The Permit Process: What Your Contractor Handles
A roofing contractor licensed in San Antonio handles the entire permit process. You shouldn't have to visit any city office or fill out forms. Here's what happens:
- Your contractor submits the permit application to the City of San Antonio Development Services Department (or the relevant municipality)
- The application includes project details: address, scope of work, materials, and contractor registration information
- Permit fees in San Antonio start around $25 and vary by scope and municipality
- Approval usually takes 1 to 3 business days for standard residential re-roofs
- The permit creates a public record that your roof was replaced to current building code

Some contractors offer to do the work "without the hassle of permits" to save you money. What they're really doing is saving themselves the accountability. Here's why unpermitted roof work is risky:
If you sell your home, the buyer's inspector or title company will check permit records. Unpermitted roof work is a red flag that can kill a sale or require you to pay for a new inspection, remediation, or even a re-roof.
Your homeowner's insurance may deny a claim if the roof was installed without proper permits and isn't up to code.
Manufacturer warranties may be voided. Most shingle manufacturers require installation to meet local building codes, which includes having the proper permits.
You could face fines from the city. San Antonio's code compliance can require unpermitted work to be exposed for inspection, which means tearing up a finished roof.
What a Quality Roofing Installation Includes
San Antonio does not require a post-work inspection for re-roofing permits, though some surrounding municipalities do. Regardless, a properly installed roof should meet all of these code requirements:
- Proper underlayment (synthetic felt or peel-and-stick in valleys and edges)
- Correct nailing pattern (typically 4 to 6 nails per shingle, depending on the product and wind zone)
- Flashing at walls, chimneys, valleys, and penetrations
- Drip edge installation along eaves and rakes
- Ventilation meets code requirements
- Shingle exposure is within manufacturer specifications
- Ice and water shield in required areas (valleys, eaves in some jurisdictions)
The Bottom Line
A reputable roofing contractor includes permits in the job and doesn't treat them as optional. It's part of doing the work right. When we do a roof in San Antonio, we pull the permit and make sure every detail meets current building code. That permit record is yours to keep, and it protects you when it's time to sell, roofing storm damage restoration, or sleep well knowing your roof was installed properly.
